8th Pay Commission: Expected Salary Hikes for Central Government Employees Explained

Salary increases projected across Levels 1-10 with the fitment factor set to rise under the 8th Pay Commission.

January 30, 2025: The Union Cabinet has approved the formation of the 8th Pay Commission, which will propose salary and pension revisions for central government employees. Expected to be implemented next year, the recommendations will be reviewed by the government following submission. This revision will build upon the current structure established by the 7th Pay Commission in 2016, with a key focus on the ‘fitment factor.’

What Is the Fitment Factor?

The fitment factor determines how much the basic pay and pensions will increase. Under the 7th Pay Commission, the fitment factor was set at 2.57, increasing Level 1 salaries from ₹7,000 (under the 6th Pay Commission) to ₹18,000 in 2016. This basic pay further increased when dearness allowance (DA), house rent allowance (HRA), and other benefits were added, raising the total to ₹36,020.

Reports indicate that the fitment factor may rise to 2.86 under the 8th Pay Commission, potentially boosting the basic pay in Level 1 from ₹18,000 to ₹51,480, with corresponding increases across Levels 2-10.

Expected Salary Hikes Across Levels:

  1. Level 1 (Peons, Attendants): Basic pay expected to rise from ₹18,000 to ₹51,480, an increase of ₹33,480.
  2. Level 2 (Lower Division Clerks): Basic pay likely to increase from ₹19,900 to ₹56,914, a raise of ₹37,014.
  3. Level 3 (Constables, Skilled Staff): Basic pay projected to grow from ₹21,700 to ₹62,062, an increase of ₹40,362.
  4. Level 4 (Grade D Stenographers, Junior Clerks): Basic pay may rise from ₹25,500 to ₹72,930, an increase of ₹47,430.
  5. Level 5 (Senior Clerks, Technical Staff): Basic pay expected to grow from ₹29,200 to ₹83,512, a ₹54,312 increase.
  6. Level 6 (Inspectors, Sub-Inspectors): Basic pay projected to increase from ₹35,400 to ₹1,01,244, a raise of ₹65,844.
  7. Level 7 (Superintendents, Section Officers): Basic pay may rise from ₹44,900 to ₹1,28,414, an increase of ₹83,514.
  8. Level 8 (Senior Section Officers, Assistant Audit Officers): Basic pay expected to grow from ₹47,600 to ₹1,36,136, an increase of ₹88,536.
  9. Level 9 (DSPs, Accounts Officers): Basic pay likely to increase from ₹53,100 to ₹1,51,866, a raise of ₹98,766.
  10. Level 10 (Group A Officers): Basic pay projected to rise from ₹56,100 to ₹1,60,446, a ₹1,04,346 increase.
