
Trump Declares US-China Deal Final On Rare Earths, Student Visas Amid Trade Truce Revival
Washington, June 11, 2025 –
President Donald Trump on Wednesday announced that the United States and China have finalized a key trade agreement covering two major areas of contention: the supply of rare earth minerals and the issuance of student visas to Chinese nationals. The deal is described as “done” but still awaits final endorsement by both Trump and Chinese President Xi Jinping.
In a post on Truth Social, Trump wrote:
“Full magnets and any necessary rare earths will be supplied, up front, by China. Likewise, we will provide to China what was agreed to, including Chinese students using our colleges and universities… Relationship is excellent!”

The agreement follows intense bilateral talks in London, aimed at reviving the Geneva truce from May that had faltered due to Chinese export restrictions on rare earths. U.S. Commerce Secretary Howard Lutnick described the latest talks as giving “meat on the bones” to that earlier understanding.

Just hours before Trump’s announcement, China’s Vice Premier stated Beijing was ready to “strengthen cooperation” with Washington — signaling improved relations after months of tariff tensions and mutual tech sanctions.
While the public declaration signals confidence, the deal remains conditional until it is personally approved by both Trump and Xi Jinping. The leaders are expected to speak in the coming days.
