The proposed “Gold Card” program would offer green card privileges and a pathway to US citizenship for high-net-worth individuals, replacing the EB-5 visa.
February 26, 2025: Trump’s $5 Million “Gold Card” Plan for Wealthy Migrants
Washington, DC: US President Donald Trump has announced a new “Gold Card” immigration initiative, allowing wealthy foreigners to obtain US green card privileges and citizenship eligibility for $5 million. This move aims to replace the existing EB-5 investor visa program, which currently grants green cards to individuals who invest in US businesses that create jobs.

The president claimed that one million Gold Cards could be sold under the initiative, which he believes could help pay down the national debt.
“We are going to be selling a gold card… for about $5 million. It will provide green card privileges and a route to citizenship, attracting high-net-worth individuals to our country,” Trump stated.
Why Is the EB-5 Visa Program Being Replaced?
The EB-5 Immigrant Investor Program, established in 1990, was designed to stimulate economic growth by granting green cards to foreigners investing in job-creating US enterprises. However, Trump’s administration criticized the program as being inefficient, fraud-prone, and underpriced.

Commerce Secretary Howard Lutnick explained:
“The EB-5 program was full of loopholes and fraud. Instead of a low-price green card program, we are launching the Trump Gold Card, which will be more transparent and beneficial for the country.”
Who Will Be Eligible?
When asked whether Russian oligarchs could purchase the Gold Card, Trump did not rule it out:
“Yeah, possibly. Hey, I know some Russian oligarchs that are very nice people,” he said.
More Details Coming Soon
The White House has promised to release additional details in the next two weeks, including eligibility criteria and processing timelines.
This announcement has sparked debates about economic benefits, immigration fairness, and national security concerns surrounding the entry of ultra-wealthy foreign nationals into the US.
