5 Dead as Cloudbursts and Flash Floods Ravage Himachal Pradesh; Orange Alert Issued

With heavy rains battering Kullu and Kangra, officials report casualties, missing persons, and severe infrastructure damage. Flash flood risks continue as IMD issues an orange alert for June 29.

Shimla, June 27, 2025 — Torrential rain, flash floods, and cloudbursts have unleashed devastation across parts of Himachal Pradesh, leaving at least five people dead, several missing, and hundreds displaced. The worst-hit regions include Kullu, Kangra, Mandi, and surrounding districts. Authorities have issued an orange alert for June 29, warning of further rainfall, potential landslides, and flash flooding.

Casualties and Rescues

According to Himachal Pradesh Police and local administration:

  • Five deaths have been confirmed so far, with four bodies identified.
  • Five to six people are still missing, including laborers working at a private power project in Manuni, near Dharamshala.
  • One survivor was rescued from a forest near Kangra, where he claimed eight companions were swept away by floodwaters.
  • 250 people have been rescued as part of ongoing operations.

Districts Under Threat

The India Meteorological Department (IMD) has flagged the following districts as high-risk zones:

  • Una, Bilaspur, Solan, Shimla, Sirmaur, Kangra, Chamba, Kullu, and Mandi

Infrastructure Damage

Flash floods and cloudbursts caused significant destruction:

  • 15 houses and several village roads were damaged.
  • Power infrastructure including NHPC’s facility and a private hydel project suffered impact.
  • In Manali, roads partially caved in, and visuals showed a vehicle being washed away by a swollen stream.

Official Response

Chief Minister Sukhwinder Sukhu confirmed that cloudbursts occurred at three sites, with flash floods reported at nine locations across the state.
He urged tourists to remain cautious during the monsoon, avoiding rivers, streams, and unstable terrain, though Himachal continues to welcome travelers.

Ongoing Rescue Operations

Teams from the National Disaster Response Force (NDRF) and State Disaster Response Force (SDRF) are on-site.

“Only NDRF and SDRF teams have been able to reach the affected areas. One body has been recovered so far,” said Baljinder Singh, NDRF Commandant.

Weather Outlook

Heavy to very heavy rainfall is forecast to continue across:

  • Himachal Pradesh, Uttarakhand, Punjab, Haryana, and West Uttar Pradesh till July 1.
    Residents and tourists are advised to follow official advisories, avoid unnecessary travel, and monitor updates from the India Meteorological Department (IMD).
