Bareilly City Magistrate Resigns Over UGC Rules

PCS officer Alankar Agnihotri quits post, suspended as state orders inquiry into remarks and resignation

January 27, 2026: Bareilly City Magistrate Alankar Agnihotri resigned from his post on Monday, sending shockwaves through administrative and political circles in Uttar Pradesh. The 2019-batch Provincial Civil Service officer cited strong opposition to the newly notified University Grants Commission (UGC) regulations, calling them a “black law” and demanding their immediate withdrawal. Agnihotri emailed his resignation to Governor Anandiben Patel and Bareilly District Magistrate Avinash Singh, following which he was suspended pending an inquiry.

The controversy centres on the latest UGC guidelines aimed at tackling caste-based discrimination in higher education. The regulations mandate grievance redressal committees, helplines, and monitoring systems for complaints from SC, ST, and OBC students. Agnihotri alleged that these measures would damage the academic environment and deepen social divisions instead of ensuring justice, a position that drew sharp attention after he voiced similar concerns at a Republic Day event.

The resignation triggered swift administrative and political reactions. Bareilly Mayor Dr. Umesh Gautam visited Agnihotri’s residence, while the state government ordered a detailed inquiry to be conducted by the Divisional Commissioner. Agnihotri has been attached to the Shamli District Magistrate’s office during the probe. The inquiry will also examine his public statements and allegations, including claims that he was detained against his will, as the episode fuels a wider debate on governance, education policy, and dissent within the civil services.
