Bengaluru Man Sends ₹50 Lakh Legal Notice to BBMP Over Damaged Roads, Cites Spinal Injuries

Citing five orthopedic consultations, emergency hospital visits, and mental distress, the Richmond Town resident blames civic body’s negligence for his suffering and threatens legal action.

May 20, 2025: Bengaluru: A 43-year-old resident of Richmond Town, Dhivya Kiran, has served a ₹50 lakh legal notice to the Bruhat Bengaluru Mahanagara Palike (BBMP), holding the civic agency responsible for his worsening spinal and neck condition due to the city’s damaged, uneven roads.

Kiran’s advocate, K V Laveen, sent the notice on May 14, accusing BBMP of “gross negligence” in its public duty, which he claims has resulted in “physical agony, emotional trauma, and financial burden.”

The notice outlines that Kiran has made five visits to orthopedic specialists and four emergency hospital visits to St. Philomena’s Hospital, receiving injections and multiple pain-relief procedures to manage acute back and neck pain — conditions he says stem directly from commuting on treacherous city roads.

“Even short rides in auto-rickshaws or on two-wheelers cause unbearable pain,” his lawyer wrote, adding that even cabs are “only marginally tolerable.”

The physical toll, Kiran said, has also affected his mental health, leading to loss of sleep, emotional distress, and anxiety, severely hampering both personal and professional commitments.

Kiran is demanding ₹50 lakh in compensation and ₹10,000 in legal notice costs, with a 15-day deadline for BBMP to respond. If the civic body fails to act, Kiran has threatened to move court with a Public Interest Litigation (PIL).

“Why should I suffer in silence? The least the state can provide is good roads,” he told NDTV, emphasizing that earlier complaints to authorities had been ignored.

The development comes just a day after heavy rains crippled Bengaluru, causing widespread waterlogging and road damage, with visuals of residents being rescued on inflatable boats going viral.

There has been no official response yet from BBMP regarding the notice.
