The Central Reserve Police Force (CRPF) has sparked a debate within the security establishment by introducing a mandatory four-week training course for personnel seeking honorary rank upgrades. The controversy stems from the fact that these ranks are conferred only on the day of retirement, last for just a few hours, and carry absolutely no financial, pension, or post-retirement benefits.
The Policy Context
In May 2025, the Ministry of Home Affairs (MHA) announced a morale-boosting measure allowing personnel from the rank of Constable to Sub-Inspector in Central Armed Police Forces (CAPFs) to receive an honorary rank one level higher upon retirement. The policy was designed as a symbolic recognition of long service, explicitly stating that it would not have any monetary implications.
The Training Hurdle
While the original MHA policy mentioned no training prerequisites, internal documents reviewed by News18 reveal that the CRPF has now allotted slots for 801 personnel across five categories to undergo “Special Promotional Courses.”

- Scale: Multiple training institutions across the country are being utilized simultaneously.
Internal Criticism and Logistics
The move has faced significant pushback from within the force. Senior officials have questioned the logic of requiring aging personnel to travel to training centers for a month just to receive a rank that lapses the same day it is granted.
“Retiring personnel are required to travel… spend four weeks to complete the course, and return to receive a rank that will be conferred on their last day of service, for a few hours and lapse the same day, with no monetary or post-retirement value,” an IG-rank official told News18.
Beyond the impact on personnel, critics point out the cost to the exchequer, noting that providing logistics, instruction, and accommodation for over 800 people represents a significant expenditure for a purely symbolic gesture. As of now, the CRPF has not officially responded to queries regarding the necessity of this structured training program.
