Delhi Govt Warns Private Schools: Cannot Force Buying of Books or Uniform From Specific Vendors

Schools must provide multiple buying options, avoid burdening parents with unnecessary costs, says Directorate of Education.

New Delhi, March 26, 2025:
In a move aimed at protecting parents from exploitative practices, the Delhi Directorate of Education (DoE) has issued a stern advisory to private schools, barring them from forcing students to buy books, uniforms, or stationery from specific vendors. The directive comes after growing complaints from parents about being coerced into expensive, exclusive purchases.

Education Minister Ashish Sood emphasized that schools must not compel students to purchase any material not prescribed in the official curriculum. He added that each school must publish a detailed list of books, writing materials, and uniform specifications class-wise on its website and notice boards.

Key Guidelines From the Delhi DoE:

  • Freedom of Choice:
    Schools cannot tie up with specific shops or vendors. Multiple vendor options must be provided so that parents can buy from any source of their choice.
  • Uniform Policy:
    Uniform designs must remain unchanged for at least three years, preventing frequent alterations that financially burden parents.
  • Transparency and Display:
    Lists of books, educational materials, and uniforms must be publicly displayed at school premises and on websites to ensure clarity and prevent manipulation.
  • Adherence to Curriculum:
    Schools must stick to CBSE, ICSE, or State Board-prescribed books, and cannot impose extra study materials.
  • Legal Consequences:
    Any school found violating these norms will face action under the Delhi School Education Act and Rules (DSEA&R), 1973.
  • Complaint Helpline:
    The Delhi government has launched a dedicated helpline (9818154069) where parents can report violations. A Nodal Officer has been assigned to act on complaints promptly.

“This directive ensures fairness and relieves parents from undue financial pressure,” said a DoE spokesperson.
