Lt Governor VK Saxena’s move, now notified by MHA, aims to cut red tape, boost business growth, and eliminate regulatory harassment for hospitality and leisure sectors.
New Delhi, June 30, 2025 —In a major push towards ease of doing business, the Ministry of Home Affairs (MHA) has officially notified an order that eliminates the requirement for police licences for a wide range of hospitality and entertainment establishments in Delhi.

The reform, originally issued by Lieutenant Governor VK Saxena on June 19, exempts businesses such as hotels, restaurants, swimming pools, guest houses, discotheques, video game parlours, amusement parks, and auditoriums from obtaining operational licenses from Delhi Police.
According to officials, the decision is expected to reduce bureaucratic hurdles, streamline business operations, and curb opportunities for regulatory harassment. It follows intervention from Union Home Minister Amit Shah, who expedited the approval process after the Delhi Police forwarded the LG’s directives to the ministry.

This move builds on partial reforms initiated in October 2023, which had relaxed licensing for select categories. The current order, however, fully removes police licensing requirements across all the listed sectors.

The policy change comes in response to a joint appeal by Delhi Chief Minister Rekha Gupta to Prime Minister Narendra Modi, Home Minister Shah, and LG Saxena, calling for an overhaul of the restrictive and often misused licensing system that burdened the city’s business community.

Officials are hailing the development as a “landmark step” that could stimulate business growth, attract investment, and foster a more liberal and competitive environment in the national capital.
