Intelligence officials confirm digital footprints traced to Muzaffarabad and Karachi; communication tech and strategic infiltration suggest state-backed planning.
April 24, 2025 | In a major breakthrough, Indian intelligence agencies have traced the digital footprints of the five terrorists behind the Pahalgam terror attack to ISI-linked safehouses in Muzaffarabad and Karachi, confirming Pakistan’s involvement in what has become the deadliest attack in Jammu and Kashmir in recent years.

Sources involved in the investigation revealed that sophisticated weapons, encrypted communication gear, and military-style fatigues used by the attackers indicate that the operation was planned with precision and guided remotely—much like the 26/11 Mumbai attacks.
“Our intercepts indicate a direct link to Pakistan. These safehouses have historically served as launchpads for Lashkar-e-Taiba’s India operations,” said a senior official.
🔍 State-Backed Conspiracy Unfolding
Preliminary findings reveal the attackers used automatic AK-series rifles and were aided by locally embedded overground workers (OGWs) for shelter, food, and logistics after infiltrating the Valley.
Further intelligence suggests a strategic surge in infiltration over the past four months, with ISI and Pakistan Army working in tandem to send highly trained Lashkar-e-Taiba and Jaish-e-Mohammad operatives across the LoC and IB.
“We estimate there are 55-60 foreign terrorists currently active in the Valley. They’re avoiding population zones, hiding in mid-ridge areas and using encrypted Pakistan-based radio systems to stay under the radar,” an officer said.
📱 High-Tech Warfare
One of the striking elements in this operation was the use of the offline Alpine Quest GPS navigation app, often used by professional trekkers. Intelligence believes ISI provided this tool, complete with details of Indian Army camps, police movement, and security checkpoints.
This aligns with an NIA statement from March, warning of terrorists moving from the borders into interior districts like Kathua, Doda, Rajouri, and Poonch, aided by a widespread local support network.
🔒 Post-Attack Measures
In the wake of the Pahalgam massacre, which targeted Hindu tourists and sparked national outrage, the Centre has instructed the BSF and Army to escalate counter-infiltration measures. Surveillance has been intensified across the LoC and IB, and combing operations in Kashmir’s interior regions have begun.
The attack has also led to major diplomatic fallout, with India suspending the Indus Waters Treaty, expelling Pakistani military attaches, and shutting the Attari border transit point.
