Goa Fire: Luthra Brothers Move Delhi Court To Seek Bail

The owners of the Goa nightclub, who fled to Phuket after the fire killed 25, have approached the Rohini Court to avoid arrest following the issuance of an Interpol Blue Corner Notice.

December 10, 2025: Gaurav Luthra and Saurabh Luthra, the absconding owners of the Birch by Romeo Lane nightclub in North Goa where a devastating fire claimed 25 lives on Saturday, have filed an application for anticipatory bail in the Rohini Court in Delhi to evade arrest.

The bail petition is scheduled for a hearing today as police investigations intensify, with authorities confirming the brothers fled the country hours after the deadly blaze.

Fled to Phuket, Interpol Alert Issued

Goa Police confirmed on Monday that the Luthra brothers, who own a chain of restaurants and clubs, boarded an IndiGo flight to Phuket, Thailand, at 5:30 am on Sunday—just hours after the fire broke out around midnight. This swift exit, despite the scale of the tragedy, is being seen as a clear attempt to evade questioning and arrest.

To track their whereabouts and prevent them from moving further, the Goa Police coordinated with the CBI and Interpol, resulting in the issuance of a Blue Corner Notice against both brothers on Tuesday.

Goa DIG Varsha Sharma stated, “We have coordinated with the CBI and Interpol. A Blue Corner Notice has also been issued,” adding that the swift action was a “huge success” achieved with the support of central agencies. The Goa Chief Minister has confirmed that a team will be sent to Thailand to bring the accused back, leveraging the extradition treaty between India and Thailand.

Arrests and Demolitions

While the Luthra brothers remain in hiding, the investigation has made headway with the detention of another co-owner.

  • Ajay Gupta, one of the four owners of Birch by Romeo Lane, was detained by Goa Police in Delhi on Wednesday and is expected to be presented in court later today.
  • Five other individuals, including the nightclub’s chief general manager, general manager, bar manager, gate manager, and a daily operations employee, have already been arrested and remanded to police custody for negligence.

In a related development, the district administration of Goa has started cracking down on the Luthra brothers’ properties. A portion of the Romeo Lane restaurant in Vagator—also owned by the brothers—was demolished, with officials citing fire safety violations and illegal construction on government land. The Goa government has also formed a committee to launch a magisterial inquiry into the procedural lapses that allowed the nightclub to operate without proper safety clearances.
