
Odisha Signs MoU With Sarvam AI For Sovereign AI Hub
State aims to build public AI utility, position itself as India’s compute backbone
February 14, 2026: Odisha has signed a Memorandum of Understanding with Sarvam AI to establish a Sovereign AI Capacity Hub, marking a significant push toward digital transformation and technological self-reliance. The proposed hub will serve a dual purpose — strengthening Odisha’s governance and industrial ecosystem while contributing to India’s broader artificial intelligence ambitions. At the state level, it is envisioned as a public AI utility, with advanced applications planned for sectors such as mining, heavy industries and skill development.
Officials said Vision AI systems will be deployed to enhance industrial safety and regulatory compliance, while voice-enabled tools translating Odia to English are expected to support youth in improving communication skills and employability. By integrating AI into core economic sectors, Odisha aims to combine its resource-driven industrial base with cutting-edge digital capabilities, reflecting a strategy to modernise governance and infrastructure.
At the national level, the state seeks to position itself as India’s compute backbone by building sovereign AI infrastructure capable of supporting large-scale digital platforms. The initiative is projected to generate over 5,000 high-skilled jobs and pave the way for a Full-Stack Sovereign AI Park integrating research institutions, startups, enterprises and government AI use cases. Beyond industry, the project envisions population-scale AI solutions in education, healthcare, agriculture and public services, particularly benefiting rural and underserved communities.
