Who Is Parag Jain? What We Know So Far!

June 28, 2025: The Narendra Modi-led government has appointed senior IPS officer Parag Jain as the new Secretary of the Research and Analysis Wing (RAW), India’s premier external intelligence agency. Jain, a 1989-batch officer from the Punjab cadre, will assume office on July 1, taking over from Ravi Sinha, whose tenure ends on June 30.

The Appointments Committee of the Cabinet approved Jain’s appointment on June 28, putting an end to speculation around the high-stakes role. Jain will serve a fixed two-year term, a standard tenure for the position.

A Reputation Built on Precision and Secrecy

Nicknamed a “super sleuth” within intelligence circles, Jain is known for his skillful blend of human intelligence (HUMINT) and technical intelligence (TECHINT). This integrated approach has been crucial to a number of key operations, notably Operation Sindoor, which enabled precision missile strikes on terror infrastructure in Pakistan and Pakistan-occupied Kashmir (PoK).

While the missile strikes themselves were over in minutes, officials say Jain’s groundwork over years made such operations possible, highlighting his ability to build vast and reliable intelligence networks.

Ground Experience in Troubled Zones

Jain’s long-standing field experience in Jammu and Kashmir, one of India’s most sensitive security areas, is seen as a major asset as the nation continues to face evolving external threats.

Described as methodical, discreet, and deeply analytical, Jain has served in multiple key intelligence roles throughout his career. He was promoted to the rank of DGP in Punjab in January 2021, although he was on central deputation at the time and received only notional benefits.

He is also empanelled to hold central DGP-equivalent posts, underlining his standing within India’s national security apparatus. Jain has previously represented India on overseas assignments in Canada and Sri Lanka.

Transition in Leadership

Outgoing RAW chief Ravi Sinha is known for maintaining a low profile during his tenure. In contrast, Jain’s track record indicates a more operationally hands-on approach, with a focus on both strategic insight and tactical execution.

As India faces increasingly complex global threats, Jain’s appointment signals a potential sharpening of RAW’s focus on pre-emptive action and intelligence-driven strategy.
