Prime Minister Narendra Modi launched a sharp and direct attack on Pakistan during his address at the BRICS Summit in Brazil, accusing it of being a state sponsor of terrorism and drawing a firm distinction between victims and supporters of terror. His remarks come in the wake of the brutal terrorist attack in Jammu and Kashmir’s Pahalgam, which left 26 tourists dead and prompted India to carry out Operation Sindoor, targeting terror infrastructure inside Pakistan, including airbases and missile systems.
Addressing the global gathering of BRICS leaders, PM Modi stated,
“India is a victim of terror, while Pakistan is a supporter. Victims and perpetrators cannot be weighed on the same scale.”
He also thanked nations that stood by India in condemning the attack and denounced countries that remain silent, calling such silence a form of consent for terrorism.
🛡️ India’s Strong Response: Operation Sindoor
Following the April 22 terror attack in Pahalgam, which was traced back to Pakistan-based groups, India launched Operation Sindoor — a strategic military offensive that demolished terrorist camps, airbases, and anti-aircraft missile infrastructure within Pakistan. The operation marked a significant escalation in India’s response to cross-border terrorism, reinforcing its zero-tolerance policy.

In his BRICS address, PM Modi emphasized the need for collective global condemnation of terrorism.
He warned against political and strategic justifications of terror, stating that
“Any nation that remains silent or inactive for personal or political gain, despite knowing the truth, becomes complicit.”
India also reiterated its long-standing position that Pakistan shelters terrorists as part of state policy, providing safe havens and financing terror operations in the region.
📄 BRICS Rio Declaration: Strong Words, No Direct Naming
In its joint statement, the Rio de Janeiro Declaration, the BRICS nations condemned terrorism unequivocally:
“We condemn in the strongest terms the terrorist attack in Jammu and Kashmir on April 22, 2025, during which 26 people were killed and many more injured. We reaffirm our commitment to combating terrorism in all its forms and manifestations.”
Though Pakistan was not named directly, the declaration reaffirmed support for action against cross-border terrorism, terror financing, and safe havens.
Notably, in the 2017 Xiamen BRICS Summit, the grouping had named Pakistan-based terror groups like Lashkar-e-Taiba, Jaish-e-Mohammad, TTP, and Hizb-ut-Tahrir as threats, even though Pakistan itself was not explicitly mentioned.
The declaration also stated:
“We call for an expeditious finalization and adoption of the Comprehensive Convention on International Terrorism in the UN framework. We call for concerted actions against all UN-designated terrorists and terrorist entities.”
