Delhi Govt Says It Won’t Scrap Old Vehicles; Cites Public Backlash, Systemic Challenges
July 4, 2025: The Delhi government has suspended its controversial policy of impounding end-of-life vehicles (ELVs) following widespread public backlash and technical challenges.
Environment Minister Manjinder Singh Sirsa announced on July 3, 2025, that the government has written to the Commission for Air Quality Management (CAQM), urging the suspension of the fuel ban on vehicles exceeding 10 years for diesel and 15 years for petrol. The policy, which began enforcement on July 1, faced criticism due to inadequate infrastructure and lack of coordination with neighboring states .
The impounding policy, part of Delhi’s efforts to combat severe air pollution, led to the confiscation of several vehicles, including luxury models. Owners were required to apply to the Transport Department and pay penalties to retrieve their impounded vehicles . Minister Sirsa emphasized that the government’s commitment to improving air quality remains strong, but the implementation of such measures requires careful planning and public support.
The suspension of the impounding policy reflects the government’s responsiveness to public concerns and highlights the complexities involved in enforcing environmental regulations in a densely populated urban setting.
