Hong Kong University Offers “Unconditional Admissions” to Harvard’s International Students Amid US Ban

As the US government blocks Harvard from enrolling foreign students, HKUST steps in to support the affected scholars, sparking global debate.

A Hong Kong university has announced “unconditional offers” for international students at Harvard University after the US government’s ban on foreign student admissions at the prestigious Ivy League institution. The move comes as part of a growing global backlash against the US crackdown on elite colleges.

According to Newsweek, the Hong Kong University of Science and Technology (HKUST) will prioritize expedited admissions, credit transfers, and support services — including housing and visa help — for displaced Harvard students. The university aims to ensure a “smooth transition” for those unable to enrol in the 2025–26 academic year.

“Diversity fuels creativity and progress. We’re prepared to welcome Harvard students into our community,” said Guo Yike, provost at HKUST.

China’s Support and US Criticism

HKUST’s offer was made shortly after the Chinese government criticized the US Department of Homeland Security (DHS) for what it described as discriminatory policies. DHS had alleged that Harvard fostered an unsafe environment, citing anti-American and pro-terrorist actions by foreign students. It also accused Harvard of hosting and training members of a Chinese paramilitary group as recently as last year.

Harvard strongly denied these claims, calling the DHS decision “unlawful” and announcing plans to sue the Trump administration. “We are fully committed to maintaining Harvard’s ability to host international students and scholars… who enrich the University — and this nation — immeasurably,” said Harvard spokesperson Jason Newton.

Potential Shift in Global Student Trends

The move by HKUST highlights a potential shift in the global academic landscape, with international students — especially from China and India — possibly turning to Asian universities amid growing US visa challenges.

HKUST is currently ranked 66th globally in the Times Higher Education’s 2025 rankings, while Harvard remains in third place.
