
Can Rubio’s Quad Push Break China’s Grip on Critical Minerals?
July 1, 2025: At the upcoming Quad Foreign Ministers’ Meeting, US Secretary of State Marco Rubio has spotlighted a key agenda: diversifying the global supply chain of critical minerals. Speaking at a joint press conference with his Quad counterparts from India, Japan, and Australia, Rubio stressed the urgent need to reduce dependence on limited sources and invest in refining capabilities across partner nations.
“This is essential not just for raw access, but for processing these materials into usable forms,” he stated, underlining their role in powering modern technologies and industries.

Rubio’s comments come as the Quad alliance seeks to transition from policy talks to impactful action. He noted that the group’s collaboration should move beyond strategic discussions and into the realm of real-world solutions.
“This is about transforming ideas into concrete outcomes,” Rubio added. “It’s about creating sustainable solutions—not just for our countries, but for others globally who will benefit from a stronger, more diversified supply network.”
The Quad’s cooperation, while rooted in security, now extends deeply into economic development. Rubio emphasised that countries outside the group will also gain from these initiatives.
The Quad Foreign Ministers’ Meeting, scheduled for July 1, will see participation from External Affairs Minister S. Jaishankar, Japan’s Takeshi Iwaya, Australia’s Penny Wong, and Rubio himself. Together, they will chart a course forward on issues ranging from supply chain resilience to economic strategy, reaffirming their shared commitment to an open, inclusive, and stable Indo-Pacific.
