Putin Condemns Pahalgam Terror Attack, Reaffirms Russia’s Support for India’s Fight Against Terrorism

May 5, 2025: Russian President Vladimir Putin on Monday conveyed his strong condemnation of the recent terror attack in Pahalgam during a phone conversation with Indian Prime Minister Narendra Modi. In a statement released by the Ministry of External Affairs (MEA), President Putin expressed Russia’s “full support” to India in its efforts to combat terrorism.

Putin underscored the need to bring to justice both the perpetrators of the heinous act and those who support them. The attack, which claimed the lives of 26 civilians, has sparked international outrage and led to a series of diplomatic and economic countermeasures from New Delhi against Islamabad.

During their conversation, the two leaders also reaffirmed their commitment to strengthening the India-Russia Special and Privileged Strategic Partnership. Prime Minister Modi extended his congratulations to President Putin on the 80th anniversary of Victory Day and invited him to attend the 23rd India-Russia Annual Summit scheduled to be held in India later this year.

Earlier, on May 3, Russian Foreign Minister Sergey Lavrov spoke with India’s External Affairs Minister S. Jaishankar, where he condemned the Pahalgam attack and called for political and diplomatic resolution of disputes between India and Pakistan through bilateral engagement.

The terror attack has led India to implement a series of punitive actions against Pakistan. Following a Cabinet Committee on Security (CCS) meeting chaired by Prime Minister Modi on April 23, India suspended the Indus Waters Treaty of 1960 and closed the integrated Attari Check Post. Pakistani High Commission officials were declared persona non grata and given a week to leave India.

Additionally, India cancelled all visas issued under the SAARC Visa Exemption Scheme and suspended all visa services for Pakistani nationals. The government also enforced a blanket ban on the import and transit of goods originating from Pakistan, effectively halting all bilateral trade.
