
Quad Foreign Ministers Condemn Pahalgam Attack, Urge Justice for Victims and Accountability for Perpetrators
July-2, 2025: In a unified diplomatic stance, the foreign ministers of the Quad countries — India, the United States, Japan, and Australia — have strongly condemned the April 22 terrorist attack at Baisaran meadow in Pahalgam, Jammu and Kashmir, which left 26 people, mostly tourists, dead.
In a joint statement issued from Washington, the Quad foreign ministers demanded that the perpetrators, organisers, and financiers of the attack be held accountable and brought to justice.
The attack, widely seen as one of the deadliest in recent years in the region, was linked to terrorists with Pakistan-based affiliations, according to Indian intelligence agencies.
Following the Pahalgam massacre, India launched ‘Operation Sindoor’ on May 7, a tri-services military campaign targeting terror infrastructure across Pakistan and Pakistan-occupied Kashmir (PoK). The operation, which drew international attention, was framed as a preemptive strike against terror networks responsible for cross-border violence.

During the Quad foreign ministers’ meeting in Washington, External Affairs Minister Dr. S. Jaishankar held bilateral discussions with US Secretary of State Marco Rubio, focusing on expanding the India-US strategic partnership and reviewing regional security dynamics.
“A pleasure meeting US @SecRubio this afternoon on the sidelines of Quad Foreign Ministers’ meeting,” Jaishankar posted on X, emphasizing their discussions on trade, mobility, connectivity, critical technologies, and security cooperation.
Jaishankar also held a separate meeting with US Secretary of Defence Pete Hegseth, underscoring the growing India-US defence cooperation and shared responsibilities in the Indo-Pacific.
“Had a productive conversation on advancing the India-US defence partnership,” he wrote on X.
The Quad statement also reaffirmed the grouping’s commitment to maintaining peace, security, and rule of law in the Indo-Pacific, even as it stands united against terrorism and violent extremism globally. The condemnation of the Pahalgam attack underscores the evolving role of the Quad from a regional security platform to a more proactive global counter-terrorism voice.
