“They Will Understand”: Hardeep Puri’s Quite but Deadly Response to Bilawal Bhutto’s “Blood” Threat Over Indus Treaty

Responding to Bilawal Bhutto’s inflammatory speech, Hardeep Puri warns Pakistan will face serious consequences as India suspends the Indus Waters Treaty after the Pahalgam terror attack.

April 27, 2025: New Delhi:
Union Minister Hardeep Singh Puri issued a sharp rebuke to Pakistan Peoples Party (PPP) chief Bilawal Bhutto-Zardari following his provocative comments on India’s suspension of the Indus Waters Treaty (IWT) after the Pahalgam terror attack.

At a rally in Sukkur, Sindh, Bilawal had declared:
“The Indus is ours and will remain ours — either our water will flow, or their blood.”

In response, Hardeep Puri said:
“I heard his statement. Tell him to jump somewhere in water. Well, how will he when there will be no water? Do not dignify such statements. They will eventually understand.”
He added, “This is only the beginning. Pakistan will have to pay a heavy price. The Pahalgam attack is a cross-border act of terrorism and the entire world is condemning it.”

Puri on Pakistan’s State of Affairs:

Puri further criticized Pakistan, calling it “a rogue state in terminal decline.”
He condemned Pakistan’s continued support of terrorism, including the recent incident where Colonel Taimur Rahat, Pakistan’s military advisor in London, was caught making a throat-slitting gesture — calling it another instance of state-sponsored terror.

“If Pakistan thinks it can survive the suspension of the Indus Waters Treaty, I wish them best of luck,” Puri remarked.


Background: Diplomatic Tensions Escalate

Following the April 22 Pahalgam attack that killed 26 — mostly tourists — India has:

  • Downgraded diplomatic ties with Pakistan.
  • Expelled defence advisors from the Pakistani High Commission.
  • Suspended the SAARC Visa Exemption Scheme for Pakistani nationals.
  • Closed the Integrated Check Post at Attari.
  • Suspended the Indus Waters Treaty until Pakistan “credibly abjures terrorism.”

In retaliation, Pakistan:

  • Suspended the Simla Agreement (signed in 1972 post-1971 war).
  • Halted all trade activities with India.
  • Closed its airspace to Indian flights.
  • Threatened that diversion of Indus waters would be seen as an “act of war.”

Meanwhile, Pakistan Prime Minister Shehbaz Sharif has offered to participate in a “neutral, transparent investigation”, while dismissing India’s accusations as part of a “perpetual blame game.”
