Trump’s Approval Rating Hits New Low in Second Term: Reuters/Ipsos Poll

Despite leading over Biden, Trump’s approval drops to 42%—his lowest since returning to office—amid backlash over executive overreach and campus controversies.

Washington, April 22, 2025 — US President Donald Trump’s approval rating has dropped to 42%, marking its lowest point since his second term began in January, according to a Reuters/Ipsos national poll conducted this week. The decline highlights growing discomfort with Trump’s aggressive policy moves and attempts to expand executive power.

The previous poll three weeks ago showed Trump at 43%, and he stood at 47% just after his inauguration. However, Trump’s ratings remain higher than Joe Biden’s average throughout his presidency, the survey noted.

📉 Why Is Trump’s Rating Dropping?

Since returning to the White House, Trump has pushed a flurry of controversial executive orders — many of which were blocked by federal courts. His administration has also taken a hardline stance on campus protests, university funding, and has pushed for increased control over cultural institutions.

The $2.2 billion federal funding freeze on Harvard University, as part of a broader crackdown on antisemitism-related protests, is one of the most high-profile flashpoints that may have influenced public opinion.

📊 Key Findings from the Poll (Sample Size: 4,306 | Margin of Error: ±2%)

  • 83% believe Trump must comply with federal court rulings
  • 66% oppose Trump’s takeover of cultural institutions like theaters and museums
  • 57% disapprove of withholding funding from universities due to ideological differences — even one-third of Republicans agree
  • 45% approve of his immigration policies, while 46% disapprove
  • 59% believe the US is losing global credibility
  • 75% of respondents are against Trump running for a third term (including 53% of Republicans)

⚠️ Third Term Controversy

While Trump has floated the idea of running for a third presidential term, it remains constitutionally barred. Nevertheless, a significant majority — across party lines — oppose any such move, according to the poll.
