In a series of now-deleted social media posts, he demanded a $1 billion “security dividend” and made inappropriate remarks about wanting to marry “the most beautiful woman” in Turkey. He warned that failure to meet these demands within 30 days could lead to Uganda severing diplomatic ties.

Kainerugaba accused Turkey of benefiting from infrastructure and port deals in Somalia while Ugandan troops have been engaged in long-term operations against the Al-Shabab militant group. He suggested that Uganda deserved financial compensation for its role in maintaining regional security and hinted at retaliatory steps, including closing embassies, if his concerns were not addressed.

The remarks have drawn attention due to their provocative nature and potential diplomatic fallout. Kainerugaba has previously faced criticism for controversial statements, including a 2022 post about invading Kenya.
