“Your demeanour was ignoble”: Chairman Dhankhar, TMC’s Derek O’Brien involved in fiery exchange as RS debates Delhi Services Bill

New Delhi [India]: Ahead of the passage of the Delhi Services Bill by the Parliament on Monday, the Rajya Sabha, where the Bill was taken up for discussion and passage, witnessed a showdown between Chairman Jagdeep Dhankhar and Trinamool Congress MP Derek O’Brien.

Amid continued sloganeering and repeated adjournments in both Houses, on Monday, the Rajya Sabha chairman lashed out at the TMC MP, accusing him of upsetting the decorum of the House during a discussion on the Government of National Capital Territory of Delhi (Amendment) Bill, 2023.

Warning the TMC MP, Dhankhar asked him to behave properly.
“Your demeanour was ignoble, does not justify the position you hold. You have upset the decorum of the ecosystem….of House. You have done it on purpose,” Rajya Chairman was herd telling the TMC leader.

The verbal spat followed after Dhankhar said repeated disruptions in the Upper House will not earn the members respect from the people.

He also flagged “alarming concern” from all over on the continued disruptions in the House.
During the fiery exchange that followed, Dhankhar asked Derek O’ Brein to leave the House.

Earlier, Jagdeep Dhankar had suspended Aam Admi Party MP Sanjay Singh for the remainder of the Monsoon Session for “unruly behaviour” amid the Opposition’s demand for a statement from Prime Minister Narendra Modi on the Manipur situation and a detailed discussion.

Sushil Kumar Rinku, AAP’s lone MP from Punjab was also dismissed earlier for the remainder of the Monsoon Session for tearing a copy of the Delhi National Capital Control of Territory (Amendment) Bill,2023, following its passage in the Lok Sabha last week.

Rajya Sabha on Monday passed the contentious Bill that empowers the Lieutenant Governor to control Group A services in Delhi, including on matters relating to appointments, transfers and postings. The Bill was passed after 131 MPs voted in favour of the legislation and 102 against it.

The Opposition sought division after an almost eight-hour debate on the National Capital Territory of Delhi (Amendment) Bill, 2023, which was moved for passage in the House earlier by Union Home Minister Amit Shah.

Parties in the I.N.D.I.A bloc opposed the Bill, which was passed by the Lok Sabha last week.

The voting was held through paper slips after a mechanical snag was reported in the automatic vote recording machine.

Rajya Sabha Deputy Chairman Harivansh announced the result of division, saying, “Subject to correction, it is 131 Ayes and 102 Noes.”
