US President urges Congress to bar commercial licences for undocumented migrants

February 25, 2026: US President Donald Trump has called on Congress to pass the proposed ‘Delilah Law’, a measure aimed at preventing states from issuing commercial driver’s licences to undocumented immigrants. Highlighting the proposal during his State of the Union address, Trump argued that language barriers among migrants who do not speak English could pose safety risks on American roads. He urged lawmakers to act swiftly, saying the law would bar any state from granting commercial driving permits to those without legal immigration status.

The legislation is named after Dalilah Coleman, a first-grade student who suffered critical injuries in a crash involving a semi-truck driver. According to the White House, the young girl sustained a traumatic brain injury and later developed cerebral palsy, requiring lifelong medical care. The administration has positioned the bill as a road-safety initiative designed to prevent similar tragedies in the future.

The semi-truck in the incident was reportedly driven by Partap Singh, identified by authorities as an undocumented immigrant from India who entered the United States in 2022. The case has since become central to Trump’s broader push for stricter immigration and licensing policies, drawing political attention amid ongoing debates over border control and public safety.
