
Putin Signals Openness to Meet Zelenskyy in Moscow, But Ukraine Calls Proposal “Unacceptable”
Beijing, September 4: Russian President Vladimir Putin has expressed his willingness to meet Ukrainian President Volodymyr Zelenskyy, saying such a meeting could potentially take place in Moscow—provided it is “well-prepared” and leads to a constructive outcome.
Speaking at a press briefing after wrapping up his four-day state visit to China, Putin underscored that he has “never ruled out” dialogue with Kyiv but stressed that discussions must align with Ukraine’s constitutional framework.
“I’ve already said that I’ve never ruled out such a meeting… If the meeting is well prepared and leads to a positive potential outcome, it is possible. And by the way, Donald (Trump) asked me if it’s possible to have such a meeting, and I said it is. After all, if Zelenskyy is ready, he can come to Moscow,” Putin remarked.
While acknowledging Ukraine’s sovereignty and right to decide its own security arrangements, Putin cautioned that “no country can ensure its security at the expense of another country, such as Russia.”
He once again reiterated Moscow’s red line on Ukraine’s NATO aspirations, calling it a direct threat to Russian national interests, but showed less resistance to Ukraine pursuing European Union membership.
“We always opposed Ukraine joining the North Atlantic Alliance, but we never doubted its right to pursue economic partnerships, including with the EU,” Putin noted.
Ukraine, however, swiftly rejected the idea of Moscow as a venue for peace talks. Ukrainian Deputy Foreign Minister Andrii Sybiha pointed out that at least seven countries, including Austria, Switzerland, Turkey, the Vatican, and three Gulf states, have already offered to host such negotiations.
In a sharp rebuke, Sybiha wrote on X (formerly Twitter):
“President Zelenskyy is ready for such a meeting at any time. Yet, Putin continues to mess around with everyone by making knowingly unacceptable proposals. Only increased pressure can force Russia to finally get serious about the peace process.”
The latest remarks highlight a familiar pattern: Moscow signaling openness to talks but setting conditions Kyiv deems unrealistic. With tensions high and the war grinding on, both sides remain locked in a diplomatic standoff even as international mediators continue pushing for negotiations.
