The CBI has launched an investigation into alleged financial irregularities and fake employee records in Delhi night shelters run under DUSIB contracts.
May 13, 2026: The Central Bureau of Investigation (CBI) has registered a case over alleged irregularities in the management and operation of night shelters run by the Delhi Urban Shelter Improvement Board (DUSIB) in 2023. According to the agency, a preliminary enquiry revealed that the Shelter Management Authority (SMA) responsible for staffing the shelters allegedly deployed bogus employees, manipulated attendance records, and diverted government funds through fake salary payments.
The FIR names Suhail Khan, president of Sofia Educational and Welfare Society, along with two private individuals identified as Amir and Sonu Kushwaha, besides unknown public servants. The Sofia Educational and Welfare Society had been awarded the contract to run night shelters under Cluster 1 and 2 during the period when the Aam Aadmi Party government was in power in Delhi. The CBI alleged that salaries were credited to accounts of individuals who never worked at the shelters, after which the money was withdrawn and returned in cash to persons managing the society.
Investigators further claimed that several individuals shown as shelter employees were actually engaged elsewhere, with mobile location data and professional records reportedly confirming they were never present at the shelters. The agency also alleged that attendance records were manipulated at the office level and that DUSIB officials failed to report the absence of bogus staff despite regular inspection responsibilities. The CBI described the matter as a “well-planned conspiracy” involving fraudulent documentation, misappropriation of government funds, and alleged collusion between private individuals and public servants.
