Investigators probing an alleged ISI-linked underworld network have uncovered indications that an influential person in Delhi
June 3, 2026: Fresh leads have emerged in the investigation into an alleged Pakistan ISI-linked underworld module, with agencies suspecting that an influential individual in Delhi may have been the intended target of a planned operation. According to sources, operatives connected to fugitive gangster Dawood Ibrahim were allegedly recruiting young men and luring them with promises of money to carry out assignments for the syndicate. The development surfaced following a joint operation by the Delhi Police Special Cell and the Maharashtra Anti-Terrorism Squad (ATS), which led to the arrest of 26-year-old Huzaifa Farooq Ahmed Hashmi from Bhayandar near Mumbai.
Investigators believe Hashmi had been in contact with Pakistan-based handler Yawar Khan for nearly a month. Sources claim Khan instructed Hashmi, along with arrested suspects Sajid Sheikh and Touqeer, to travel to Delhi urgently. The recruits were allegedly told that a person in the national capital had to be targeted, though no specific details were shared. During questioning, Hashmi reportedly told investigators that even he was not informed about the identity of the intended target and was told that further instructions would be provided only after reaching Delhi.
The probe has also uncovered a possible financial trail linked to the network. Investigators claim Hashmi received around ₹1 lakh and was informed that assignments were being offered through Pakistani gangsters operating on social media platforms, including Instagram. Sources further alleged that some recruits were battling drug addiction and may have been drawn into the network by the promise of easy money. Agencies are continuing to examine digital communications, financial transactions and the broader links between suspected underworld operatives and Pakistan-based handlers.
