Delhi government assigns civic responsibilities to MCD, DJB, PWD and other agencies for infrastructure development

July 8, 2026: The Delhi government has issued detailed directions outlining the responsibilities of various civic agencies for the development and maintenance of infrastructure in 1,511 unauthorised colonies regularised under the PM-UDAY scheme. According to the new order, the Municipal Corporation of Delhi (MCD), New Delhi Municipal Council (NDMC), Delhi Jal Board (DJB), Public Works Department (PWD) and other departments will oversee civic works within their respective jurisdictions. The local body concerned will serve as the nodal agency for planning, coordinating, executing and maintaining municipal services.

The guidelines specify that local bodies will be responsible for internal roads, stormwater drainage, sanitation, solid waste management, street lighting and public health-related municipal services. The Delhi Jal Board will manage water supply and sewerage infrastructure, while the PWD will continue handling roads measuring 60 feet or wider, along with key connectivity corridors. Ongoing infrastructure projects by agencies such as DSIIDC and the Irrigation and Flood Control Department will continue until completion before being transferred to the concerned authorities.

To ensure smooth coordination among departments, the government has formed a State-Level Coordination Committee chaired by the Delhi Chief Secretary. The committee will monitor project implementation, resolve inter-agency issues, review timelines and oversee physical and financial progress. The order follows recent amendments to the PM-UDAY regulations and the notification regularising 1,511 unauthorised colonies across the national capital.
