May 26, 2025: India and the Maldives held the 2nd High-Level Core Group (HLCG) meeting on Monday to evaluate progress on their “India-Maldives Vision Document” for a Comprehensive Economic and Maritime Security Partnership.
Maldives’ Foreign Minister Abdulla Khaleel led the delegation from Malé, while discussions in New Delhi focused on strengthening cooperation across key sectors — including political engagement, defence and security, trade and economic ties, development partnerships, healthcare, and cultural exchanges.

In a statement, India’s Ministry of External Affairs (MEA) highlighted the significance of the talks in advancing bilateral goals. “Maldives is India’s key maritime neighbour and an important partner in our ‘Neighbourhood First’ policy and Vision MAHASAGAR,” said the MEA, referring to the strategic initiative for Mutual and Holistic Advancement for Security and Growth Across Regions.
Khaleel expressed firm solidarity with India in the fight against terrorism, strongly condemning the April 2025 Pahalgam terror attack. He thanked India for its swift emergency financial assistance, noting its tangible impact on the everyday lives of Maldivians.
Khaleel also held a bilateral meeting with India’s External Affairs Minister S. Jaishankar, where both leaders discussed mutual priorities and regional cooperation.
The HLCG mechanism, launched as part of the joint vision, will reconvene for its third round in Malé at mutually agreed dates. The visit and dialogue are expected to deepen the India-Maldives strategic partnership and ensure coordinated efforts on maritime security and sustainable development.
Abdulla Khaleel arrived in New Delhi on Sunday for a three-day visit. He was warmly welcomed by MEA spokesperson Randhir Jaiswal, who stated in a social media post: “Warm welcome to FM @abkhaleel of Maldives to India. FM Dr. Khaleel will lead the Maldivian delegation at the 2nd High-Level Core Group meeting which oversees implementation of the Joint Vision.”
This meeting marks a significant step forward in regional collaboration, reinforcing the shared commitment of both nations to peace, prosperity, and mutual security in the Indian Ocean region.
