The ongoing investigation into the NEET-UG 2026 paper leak took a dramatic turn on Wednesday, May 13, 2026. After taking over the case from Rajasthan’s Special Operations Group (SOG), the CBI arrested five individuals across three states. While being moved to Delhi on a transit remand, one of the accused shouted to reporters that the agency is targeting “ordinary people” while shielding the influential “bigwigs” behind the racket.

The Key Arrests and Their Roles

The CBI’s first wave of arrests focuses on a chain of suspects that spans from Nashik to Gurugram and finally to a specific family in Jaipur.

NameLocationBackground/Alleged Role
Yash YadavGurugramA first-year BAMS student. Suspected to have received the paper from Nashik/Pune and sold it to the Biwal family for ₹15–20 lakh.
Mangilal BiwalJaipurA local resident whose family has an unusually high success rate in previous NEET exams.
Dinesh BiwalJaipurMangilal’s brother, allegedly a former political worker. Suspected of coordinating the paper’s distribution in the Sikar coaching hub.
Vikas BiwalJaipurMangilal’s son and a NEET aspirant. The paper was allegedly procured specifically to ensure his selection.
Shubham KhairnarNashikA 30-year-old BAMS student. Allegedly, the link provided the “guess paper” to Yash Yadav.

“Bade Logon Ko Bachaya Jata Hai”

As the CBI produced four of the accused before a Jaipur magistrate, a viral moment occurred. One of the suspects, identified by local reports as Dinesh Biwal, yelled from the police vehicle:

“Bade logon ko bachaya jata aur aam aadmi ko pareshan kiya jata hai” > (Big people are being protected while common men are harassed).

This statement has fueled public anger, with many believing the leak involves powerful owners of coaching institutes in Sikar and Kota. The SOG had earlier found that a “guess paper” containing 120 identical questions was circulating on WhatsApp as early as April 26—a full week before the May 3 exam.

From Sikar to Kerala: The Paper’s Journey

The investigation has revealed a complex web of dissemination:

  1. The Source: The “guess paper” reportedly originated from a student in Sikar who is currently pursuing an MBBS degree in Kerala.
  2. The Brokers: Brokers like Shubham and Yash allegedly bought this material and sold it to desperate parents for lakhs of rupees.
  3. The Coaching Link: Local coaching staff in Latur and Sikar are under fire after parents alleged that 42 identical questions appeared in mock tests conducted just days before the national exam.

Status of NEET-UG 2026

Following the systemic nature of the leak, the National Testing Agency (NTA) officially cancelled the May 3 exam on May 12, 2026.

  • Impact: 22.05 lakh students are now in limbo.
  • Re-test: A new date is expected to be announced by the end of May.
  • No Extra Fee: The NTA has confirmed that students will not have to pay new registration fees for the re-examination.

The CBI is now analyzing seized digital devices to trace the “mastermind” who first breached the NTA’s secure servers.
