The National Human Rights Commission has asked 21 states and Delhi to take advance measures to safeguard vulnerable populations
April 28, 2026: The National Human Rights Commission has directed 21 states and Delhi to take proactive steps to protect vulnerable populations as heatwave conditions intensify. The Commission highlighted that extreme heat disproportionately affects marginalised communities, including the elderly, children, outdoor workers, and the homeless, who often lack adequate shelter and resources.
With temperatures crossing 40°C in several regions, the NHRC stressed the need for immediate and inclusive relief measures. It warned that heatwaves not only pose serious health risks but can also lead to loss of livelihoods and increase the chances of fire-related incidents. The advisory has been sent to states including Rajasthan, Uttar Pradesh, Maharashtra, and West Bengal, among others.
Citing data from the National Crime Records Bureau, which recorded over 3,700 heat-related deaths between 2019 and 2023, the Commission urged authorities to strictly implement guidelines issued by the National Disaster Management Authority. The NHRC emphasised that timely planning and execution of relief measures are critical to reducing casualties and mitigating the impact of extreme heat.
