India told the UN Security Council that Pakistan continues to use cross-border terrorism as a tool of state policy
July 23, 2026: India strongly criticised Pakistan at the United Nations Security Council (UNSC) on Thursday, accusing Islamabad of using cross-border terrorism as an instrument of state policy and misusing the global forum to push a false narrative on Jammu and Kashmir. Speaking during the UNSC High-Level Open Debate on “Natural Resources Governance: the Foundation of Peace, Security and Prosperity,” India’s Permanent Representative to the UN, Ambassador Parvathaneni Harish, said New Delhi was compelled to respond after Pakistan raised issues unrelated to the meeting’s agenda.
Reaffirming India’s position on Jammu and Kashmir, Harish stated that the Union Territory “has always been, is, and will remain an integral and inalienable part of India.” He added that the only unresolved issue concerning Jammu and Kashmir was Pakistan’s “illegal occupation of India’s sovereign territory.” The envoy accused Pakistan of deliberately ignoring the constitutional and legal reality while attempting to politicise the issue at international forums.
Harish also reiterated India’s stand on the Indus Waters Treaty, saying meaningful cooperation requires mutual trust and goodwill, which cannot exist when cross-border terrorism continues to be used as state policy. Concluding his remarks, he urged Pakistan to focus on addressing its own internal challenges instead of making baseless allegations against India. India’s response came after Pakistan referred to Jammu and Kashmir during the UNSC session, prompting New Delhi’s sharp rebuttal.
