Kerala government launches Indira Guarantee scheme offering free KSRTC travel for women and transgenders, to be rolled out from June 15.

June 10, 2026: The Kerala Cabinet has approved the rollout of the Indira Guarantee scheme for free bus travel for women, which will initially be implemented on KSRTC ordinary services from June 15. Chief Minister V D Satheesan announced that the scheme, named ‘Priyadarshini’, will benefit women of all ages and income groups, as well as transgender persons. The initiative is expected to cost the state around ₹800 crore annually, in addition to the ₹1,500 crore already provided to KSRTC for salaries and pensions.

The Chief Minister said the government has directed KSRTC to improve its revenue generation within six months, after which the scheme may be expanded further. He added that steps such as increasing bus services and purchasing new vehicles are being considered to strengthen the transport corporation’s financial condition. The scheme will be reviewed monthly, including its usage patterns and regional implementation, especially in areas like Malabar.

Satheesan also referred to broader fiscal challenges, stating that Kerala is facing a revenue shortfall due to reduced central tax devolution and the absence of expected grants from the 16th Finance Commission. He claimed the previous government’s projections were unrealistic and said the current administration is working to bridge a gap of nearly ₹20,500 crore. The CM added that despite financial pressure, welfare commitments under the Indira Guarantee framework will continue to be implemented in phases.
