The Uttar Pradesh government is preparing to extend the NIPUN Bharat Mission up to Class 5, with new learning goals

June 7, 2026: The Uttar Pradesh government is set to expand the NIPUN Bharat Mission beyond its current focus on Classes 1 to 3, bringing students up to Class 5 under its foundational learning programme. The Basic Education Department is developing new learning goals and competencies for Classes 3 to 5 in Hindi, English, Mathematics and Environmental Studies (EVS). Officials aim to finalise the framework by June 20 before submitting it for approval.

The proposed expansion was reviewed during a meeting chaired by Additional Chief Secretary Partha Sarathi Sen Sharma. Officials said the initiative will build on existing Foundational Literacy and Numeracy (FLN) efforts and ensure continuity in learning outcomes as students move through primary school. Competency mapping has already been completed using the National Curriculum Framework (NCF), PARAKH guidelines and NCERT textbooks, helping shape subject-wise and grade-wise learning expectations.

Draft learning goals for Hindi and Mathematics have been prepared, while frameworks for English and EVS are nearing completion. The department has also begun consultations with teachers through virtual meetings and workshops to refine the proposed competencies. Once approved, the government plans to conduct NIPUN Sankalp Workshops for academic officials and teachers to facilitate effective implementation across schools.
