NEET Paper Leak Probe: Rajasthan Police Investigate ₹20-Crore Mining Contract Linked To Accused’s Family

The Rajasthan Police’s Special Operations Group (SOG) has launched an investigation into a ₹20-crore river sand mining contract awarded to the father of NEET 2026 paper leak accused Suresh Dhaka. Investigators suspect that money allegedly generated through the paper leak racket may have been used to secure the mining lease.

According to officials, Dhaka Construction, owned by Suresh Dhaka’s father Mangilal Dhaka, received a five-year gravel mining lease in December 2025 for the Raipur area of Beawar district. Mining operations reportedly began around two months ago despite protests from residents of 10 nearby villages.

SOG Investigating Funding Source

The SOG is examining whether proceeds from the alleged examination paper leak network were used to finance the mining contract. As part of the investigation, officials conducted searches at the mining site and other locations associated with the Dhaka family.

Suresh Dhaka’s Alleged Background

Police said Suresh Dhaka previously lived in Mumbai, where he worked in his maternal uncle’s business before entering the trading sector. Investigators allege he was later involved in hawala transactions and came under scrutiny during a money laundering investigation, prompting his move to Jaipur in 2016.

Linked To Multiple Paper Leak Cases

Suresh Dhaka first came under the SOG’s scanner in connection with the 2023 Rajasthan second-grade teacher recruitment paper leak case. Investigators claim he began planning the operation in June 2022 and allegedly paid teachers and MBBS doctors up to ₹10 lakh each to solve examination papers.

Further investigations reportedly linked him to nearly 10 examination paper leak cases, including the Rajasthan Sub-Inspector and Junior Engineer recruitment exams. Authorities also demolished his coaching institute in Jaipur during the crackdown.

Search Continues

After Dhaka went absconding, the SOG announced a reward of ₹5 lakh for information leading to his arrest.

SOG Additional Director General Vishal Bansal said the agency obtained a Look-Out Circular (LOC) against Suresh Dhaka from the Ministry of Home Affairs on July 3, 2026, and efforts to trace him are ongoing.

The investigation is now focused on determining whether the mining contract was financed using proceeds from the alleged paper leak network.
