8th Pay Commission: How Much Salary Arrears Will Central Government Employees Get? Here’s What To Expect

Central government employees are likely to receive salary arrears for nearly 18 to 24 months once the 8th Pay Commission is implemented, even though the revised pay structure is expected to come into effect retrospectively from January 1, 2026. While the exact arrears will depend on the final fitment factor and revised salary structure approved by the government, employees and pensioners are expected to receive the difference between their existing and revised pay after implementation, which is likely in the second half of 2027.

The Centre had approved the constitution of the 8th Pay Commission, and as per the established 10-year revision cycle, the revised pay scales are expected to be effective from January 1, 2026. Since employees continue to receive salaries under the 7th Pay Commission until the new recommendations are implemented, the pending difference in salary will be paid as arrears once the new pay structure comes into force.

Employee union representatives believe that if implementation takes place in late 2027, central government employees could receive arrears covering approximately 18 to 24 months.

DA Arrears Likely From July 2026

According to employee union sources, Dearness Allowance (DA) arrears are expected to be paid from July 2026 onwards. The January-June 2026 period is unlikely to attract separate DA arrears because the revised pay structure generally resets DA to zero before future hikes begin.

Any DA increases announced under the 7th Pay Commission after July 2026 may be adjusted and included in the final arrears settlement once the 8th Pay Commission is implemented.

HRA Arrears Still Uncertain

House Rent Allowance (HRA) arrears remain uncertain. Employee unions have demanded retrospective HRA payments, but there has been no official confirmation from the government. Traditionally, HRA revisions are not paid as arrears after a new pay commission is implemented.

Employees Seek Higher Basic Pay

The staff side of the National Council–Joint Consultative Machinery (NC-JCM) has submitted a memorandum demanding:

  • Minimum basic salary of Rs 69,000
  • Fitment factor of 3.83
  • 6% annual salary increment

The final recommendations will determine the revised salary structure for over one crore central government employees and pensioners.

July 2026 DA Hike

Based on the latest Consumer Price Index for Industrial Workers (CPI-IW), the July 2026 Dearness Allowance hike is currently estimated at around 3%, although the final increase will depend on June inflation data.
