Forty-six militants of the banned KCP-PWG surrendered in Imphal under the Centre’s rehabilitation programme
July 21, 2026: Forty-six insurgents belonging to the banned Kangleipak Communist Party (People’s War Group) (KCP-PWG) surrendered before the Manipur government on Tuesday under the Centre’s Revised Scheme for Surrender-cum-Rehabilitation of Militants in the North Eastern States, 2018. The “Home Coming Ceremony,” organised by the Manipur Home Department at the Assam Rifles headquarters in Mantripukhri, Imphal West, was attended by Chief Minister Yumnam Khemchand Singh. During the ceremony, the surrendered cadres handed over 28 firearms, including AK-series rifles, INSAS rifles, pistols, RPG launchers, grenades, IEDs, communication devices and hundreds of rounds of ammunition.
Under the rehabilitation scheme, each surrendered militant will receive ₹4 lakh as one-time financial assistance, to be kept as a fixed deposit for three years, along with a monthly stipend of ₹6,000 during the rehabilitation period. They will stay in rehabilitation camps for three years and undergo vocational training to help them reintegrate into society. The Manipur government said the surrender was made possible through coordinated efforts by the Manipur Police, Assam Rifles, Indian Army, CRPF, BSF and ITBP, adding that security forces would continue encouraging more insurgents to return to the mainstream.
Chief Minister Khemchand Singh described the surrender as a significant step towards restoring peace, stressing that violence could never provide a lasting solution. He said Manipur had enjoyed peaceful coexistence before the ethnic violence that erupted in May 2023 and noted that the looting of around 1,200 weapons had worsened the security situation. Director General of Police Mukesh Singh said 851 militants have joined the rehabilitation initiative since its launch, with many already completing the programme. The development comes as Union Home Minister Amit Shah has reiterated the Centre’s goal of eliminating insurgency in the Northeast by 2029.
