Centre to Introduce Bill Making Insult to ‘Vande Mataram’ a Punishable Offence

The Centre will introduce a Bill in the Monsoon Session proposing up to three years’ imprisonment for insulting or deliberately disrupting the rendition of Vande Mataram

July 17, 2026: The Centre has listed the Prevention of Insults to National Honour (Amendment) Bill, 2026 for introduction during the Monsoon Session of Parliament, which begins on July 20. The proposed legislation seeks to make insulting the national song “Vande Mataram” or deliberately disrupting its rendition a punishable offence. If passed, offenders could face up to three years’ imprisonment, bringing the protection of Vande Mataram in line with the existing legal provisions covering the National Anthem, “Jana Gana Mana.”

Along with the proposed amendment, the government has prioritised several key pieces of legislation for the session, including the Income Tax Amendment Bill, a Bill related to national honour, and legislation concerning the strength of Supreme Court judges. According to sources, the government is confident of securing sufficient parliamentary support for its legislative agenda and is also engaging with various political parties to build wider consensus.

The Constitution (130th Amendment) Bill has not yet been included in the legislative schedule, although the Joint Parliamentary Committee examining the proposal is expected to finalise its report before the Monsoon Session. The proposed amendment aims to establish a legal mechanism for the removal of a sitting Prime Minister or Chief Minister under specified circumstances and has generated political debate, with several INDIA bloc parties boycotting the committee proceedings. According to sources, many of the priority Bills are expected to be introduced first in the Rajya Sabha.
