Prime Minister Narendra Modi will inaugurate India’s first greenfield integrated refinery-cum-petrochemical complex in Rajasthan

July 3, 2026: Prime Minister Narendra Modi will inaugurate India’s first greenfield integrated refinery-cum-petrochemical complex at Pachpadra in Rajasthan’s Balotra district on Saturday. Developed by HPCL Rajasthan Refinery Limited (HRRL) at an investment of ₹79,459 crore, the project is a joint venture between HPCL and the Rajasthan government. With an annual crude processing capacity of 9 million metric tonnes and an integrated petrochemical capacity of 2.4 million metric tonnes, the refinery is expected to strengthen India’s energy security, reduce petrochemical imports and boost Rajasthan as a major manufacturing hub.

The refinery has already begun commercial production of petroleum products and will manufacture petrol, diesel, aviation turbine fuel, polypropylene, butadiene and other petrochemical products for domestic use and exports. Designed to process both Rajasthan and imported crude oil, the facility has a Nelson Complexity Index of 17, making it one of the world’s most advanced refineries. Originally announced in 2013, the project was relaunched by PM Modi in 2018 and later expanded, increasing its total cost to ₹79,459 crore. Its inauguration was earlier postponed after a fire at the Crude Distillation Unit in April.

During the visit, the Prime Minister will also virtually lay the foundation stone for the ₹13,037.66 crore Jaipur Metro Phase-II project, which will span 41 kilometres. The ceremony will be broadcast live at Jaipur’s Sawai Man Singh Stadium, where a district-level Rozgar Utsav will also be held. Around 4,000 newly recruited government employees are expected to receive appointment letters during the programme.
