New Delhi: The Delhi Government has rolled out a revamped and fully digital traffic challan system aimed at improving compliance, transparency, and road discipline. The new framework introduces strict timelines, an online grievance mechanism, and tougher penalties for those who fail to pay fines on time.
Chief Minister Rekha Gupta said the move is designed to curb traffic violations and ensure greater accountability on the roads.
No Direct Court Appeal Without Following Process
Under the updated rules, traffic violators cannot directly approach courts to contest a challan. Instead, they must first go through an official online grievance redressal system.
If a person still chooses to challenge the fine in court, they will be required to deposit 50% of the challan amount upfront. This step is expected to reduce unnecessary litigation and speed up dispute resolution.
45-Day Deadline To Act On Challans
The government has introduced a clear timeline for resolving challans:
- 45 days to either pay the fine or challenge it
- If ignored, the challan is treated as accepted
- An additional 30 days is given for payment
- If a challenge is rejected, payment must be made within 30 days, or the case can proceed to court (with 50% deposit)
- A final 15-day window may be given before stricter penalties apply
Missing these deadlines can lead to escalating consequences.
Strict Action For Non-Payment
Authorities have made it clear that ignoring traffic fines will no longer be easy. Non-payment may lead to:
- Restrictions on vehicle-related services such as registration and tax payments
- Issues with driving licence renewal
- Vehicles being flagged as “non-transactional”
- Possible vehicle impoundment in serious cases
Repeat Offenders Face Licence Suspension
The new system specifically targets habitual violators. Anyone committing five or more offences in a year will be classified as a “serious offender.”
Such individuals risk suspension or even permanent cancellation of their driving licence, making it a strong deterrent against repeated violations.
Fully Digital, Transparent System
The upgraded system relies heavily on technology:
- Challans generated through cameras and surveillance systems
- E-challans sent within 3 days (if mobile number is registered)
- Physical notices delivered within 15 days
- All records stored on a centralised digital portal
Officials have urged citizens to update their contact details in driving licence and vehicle records to avoid missing important notifications.

With stricter enforcement and a tech-driven approach, the Delhi government aims to improve road safety and reduce violations. The system ensures that penalties are harder to ignore while offering a structured and transparent way to resolve disputes.
