Google has introduced a new initiative that could reshape Android app distribution in the United States. The company announced that eligible third-party Android app stores will be able to access the Google Play app catalog starting July 22 through its newly launched Play Catalog Access program.
The move allows alternative app marketplaces to showcase apps available on Google Play. However, users will continue to download and install those apps directly through the Google Play Store.
What Is the Google Play Catalog Access Program?
The Play Catalog Access program enables approved third-party Android app stores to display apps listed on Google Play without hosting or distributing them.
When users choose to install an app, the download and installation process will still take place through Google Play. Therefore, Google will continue to manage app delivery and maintain its existing security and policy standards.
According to Google, the same Play service fees that currently apply to Play Store downloads will also apply to apps installed through the new program.
Who Can Join the Program?
Google has outlined several eligibility requirements for app marketplace operators that want to participate.
Interested app stores must:
- Meet Google’s eligibility requirements.
- Submit an enrollment application.
- Accept the Play Catalog Access service agreement.
- Complete Google’s onboarding process through Play Console.
- Pay a $5,000 (around Rs 4.81 lakh) security and policy review fee.
Additionally, Google confirmed that the $5,000 fee will be charged every year to maintain access to the program.
Restrictions for Participating App Stores
Google has also placed several conditions on marketplaces joining the program.
Participating app stores can only offer Play Catalog apps to users within the United States.
They cannot charge additional download fees, earn revenue from app installations, or share Google Play catalog data with other app marketplaces.
Furthermore, Google requires participating platforms to continue offering apps beyond those included in the Play Catalog Access program, ensuring they remain independent marketplaces rather than simply mirroring the Play Store.
Google Aims to Expand Android App Distribution
The Play Catalog Access program is part of Google’s broader effort to evolve Android app distribution in the United States.
By allowing third-party marketplaces to display Google Play apps while keeping installations within the Play Store, Google hopes to offer users more ways to discover apps without compromising security or app integrity.
The program is scheduled to become available on July 22, after which approved app stores can begin integrating the Google Play Catalog into their platforms.
