In a major move to protect star players from missing crucial knockout matches, FIFA officially announced a significant change to the yellow card rules for the 2026 World Cup on Wednesday, April 29, 2026. Under the new regulations, single yellow cards will now be wiped clean at two separate points during the tournament: after the group stage and again after the quarter-finals.

This decision by the FIFA Council is a direct response to the tournament’s expanded format. The 2026 edition will feature 48 teams and an additional knockout round—the Round of 32—making the path to the trophy longer than ever before.

The New “Double Amnesty” Rule

In previous World Cups, yellow cards were only wiped after the quarter-finals to ensure no player missed the final due to a single booking in the semi-finals. However, with the extra matches in the 2026 format, FIFA has added a second “reset” button.

  • First Amnesty: All single yellow cards are cancelled after the Group Stage. Players start the Round of 32 with a clean disciplinary record.
  • Second Amnesty: Single yellow cards are cancelled again after the Quarter-finals. This protects players from being suspended for the final if they receive a booking in the semi-finals.

Official FIFA Statement: “Reflective of the expanded format with an extra knockout round, the FIFA Council confirmed an amendment to the Regulations for the World Cup 2026 whereby single yellow cards in the final competition will be cancelled after the group stage and then again after the quarter-finals.”

Understanding the 48-Team Format

The 2026 World Cup, hosted across the United States, Mexico, and Canada, will be the largest in history. The structure of the tournament has been redesigned to accommodate 16 additional teams:

  • Qualification: The top two from each group, plus the eight best third-place teams, advance to the knockouts.
  • Knockout Rounds: A total of five rounds (Round of 32, Round of 16, Quarter-finals, Semi-finals, and Final).

Financial Boost for Participating Teams

Alongside the rule changes, FIFA also announced a 15% increase in financial resources for the 48 participating nations. The total prize and preparation pool has risen to $871 million. Each qualifying team is now set to receive at least $10 million in qualification money and $2.5 million in preparation funds, totaling over $12.5 million just for reaching the group stage.

The tournament is scheduled to kick off on June 11, 2026, with the opening match featuring Mexico vs. South Africa.
