Delhi ACB Arrests Former Health Official In Alleged ₹650 Crore Procurement Scam

The Anti-Corruption Branch (ACB) of the Delhi Government has arrested former Central Procurement Agency (CPA) Head of Office Dr. Vinod Kumar Ranga in connection with an alleged multi-crore procurement scam involving medicines, medical equipment and healthcare supplies.

The case pertains to suspected irregularities in the purchase of medicines, surgical consumables, diagnostic equipment and other healthcare products worth nearly ₹650 crore under the Directorate General of Health Services (DGHS).

According to officials, the investigation began after a complaint from the Directorate of Vigilance. An FIR was registered on June 2, 2026, under provisions of the Prevention of Corruption Act and criminal conspiracy sections of the Bharatiya Nyaya Sanhita.

Allegations Of Tender Manipulation

Investigators allege that public officials and private individuals worked together to manipulate procurement procedures by framing tailor-made tender conditions and technical specifications. These practices allegedly favoured selected companies while restricting fair competition, resulting in substantial financial losses to the government.

The investigation is focusing on procurements involving:

  • Portable X-ray machines
  • C-arm radiological equipment
  • Anaesthesia workstations
  • Bedsheets and linen supplies
  • Surgical consumables
  • Oral Rehydration Solution (ORS)
  • Various medicines and healthcare products

Authorities suspect that inflated pricing and customised specifications may have enabled certain firms to secure contracts unfairly.

More Than 100 Officials Under Scrutiny

Sources indicate that over 100 doctors and government officials could come under the scanner as the investigation expands. More than 20 medical professionals have already been questioned by the ACB.

The probe is examining the role of multiple committees involved in the procurement process, including:

  • Specifications Committee
  • GeM Bid Formation Committee
  • Pre-Qualification Evaluation Committee
  • Technical Evaluation Committee
  • Price Bid Evaluation Committee
  • Justification Committee

These committees included senior doctors, department heads, professors and specialists from various government hospitals and medical institutions.

Missing Procurement Records Raise Questions

Investigators claim several crucial procurement files are missing. According to the ACB, these records were reportedly kept in the personal custody of Dr. Ranga.

Officials stated that during questioning, he failed to provide satisfactory explanations regarding the whereabouts of the missing documents and other key aspects of the procurement process.

The agency believes the missing records could help establish the money trail, identify beneficiaries and uncover the full extent of the alleged conspiracy.

Four-Day Custody Granted

Following his arrest on June 18, Dr. Ranga was produced before a Delhi court, which granted the ACB four days of police custody.

Investigators are now expected to focus on recovering missing documents, identifying companies that allegedly benefited from the tenders and determining the role of other officials involved in the procurement process.

The case is being viewed as one of the largest healthcare procurement investigations in recent years, with authorities continuing to assess the total financial impact on the public exchequer.
